Replacing is probably most practical.
Only if you really desire to ready it, you need something to support the weight. Tape and glue aren't going to do it. I would find a length of strong piping (bank check the plumbing section at a home improvement shop) that volition fit nicely either within the leg (if it is hollow) or over top of information technology. Brand the pipe fill/cover as much of the leg as possible. So attach with tape, glue, bolts, whatever - just to stop information technology from sliding out.
If the pipe fits snugly it should hold upwards fairly well.

Basically information technology will never be as strong as new. If you do want to pursue a fix I would advise rotating (friction) welding with a dremel and plastic filament (preferably identical to the chair). Or, another thought is to bandage epoxy resin or polyester.

Get a piece of sheet metal, the thickest stuff you tin can notice that you yet can readily bend. Wrap the sheet metal around the leg, and then secure with 3 or four spiral hose clamps.
You may want to apply some gum (Flex Mucilage or some such) nether the metal before final installation.

I have an identical chair with the exact same break on one of the legs. I attached the broken function to the base by zip ties, and to cease the downward strength of my chair possibly breaking it once again, i tied a cablevision to the part where the seat and spine encounter to the cleaved leg
